MEMORANDUM FOR SCIENTIFIC COOPERATION AND DEVELOPMENT

The signatory Nations, resolving:

To affirm their commitment toward a more strong cooperation and collaboration in all fields of science, inclusive of integration of common measures and scientific systems;

To sincerely dedicate their action for the strengthen and growth of scientific development inside their States, with respect for human rights and the ethics of the scientific work;

To promote a free scientific community as a way for a better understanding and integration between Nations;

Agreed as follows:


Article 1:

With this Memorandum, all signatory Nations agree with the creation of a Council for Scientific Cooperation and Development (CSCD), with the main goal to promote scientific cooperation, collaboration and integration in all fields of science between Member States, accordingly with the ideals explained in the preamble of this Memorandum.


Article 2:

The CSCD will be composed by different Commissions, one for each relevant scientific field of study, formed by two members of each Member State, chosen by the national Council of Science (or, if not existing) by the government, basing on merit and scientific excellence.
Each Commission will perform its action independently, studying cases and formulating resolutions which will be submitted to each national Council of Science and governments and to the SECURS Assembly for adoption.
Presidents of each Commissions will form the General Committee, responsible for the submitting of reports, analysis and resolution about matters of general scientific interest to the SECURS Assembly.


Article 3:

In order to provide a better integration between the scientific communities of Member States, the adoption of resolutions adopted by the CSCD will be discussed by the General Committee and endorsed with a majority system. The resolutions will be adopted by all Member States participating to the CSCD.
In the case a national Council of Science will not accept such deliberations, it has the duty to inform the CSCD of its decision, providing an accurate analysis of the case and the reasons behind the refuse, eventually promoting an alternative solution. The CSCD has the duty to analyze the reports, and provide a complete answer.


Article 4

All Member States undertake to promote international scientific cooperation by favoring the constitution of international scientific institutions and laboratories, and agreements between the existing ones, also funding laboratories and universities programs, in the respect of human rights and the scientific ethics.
